Uploaded packages are first located at https://incoming.debian.org/ after being checked to insure that they really come from a Debian developer (and are put in the DELAYED subdirectory in the case of a Non-Maintainer Upload (NMU)). Once a day, they are moved out of incoming/ to unstable/.
