FRAME = BOX

FRAME=BOX means there should be borders on all four sides. BOX is usually used in conjunction with RULES=NONE to create a table that has outside borders but no inside borders:

<TABLE BORDER=1 FRAME=BOX RULES=NONE>

gives us this table
